Another solution to this problem is to use Fiddler as a reverse proxy, http://www.fiddlertool.com/Fiddler/help/reverseproxy.asp, with the following rule:

if (oSession.host == "127.0.0.1:11000") {
  oSession.host = "127.0.0.1:10000";
}
if (oSession.url == "127.0.0.1:10000/clientaccesspolicy.xml") {
  oSession.url = "127.0.0.1:10000/devstoreaccount1/clientaccesspolicy.xml";
}

Actually I take that back--Silverlight seems to bypass a proxy server for 127.0.0.1 URLs. This doesn't work unless you use your computer's machine name (or another host name mapped in your HOSTS file) instead of the loopback IP.
